The Department of Administrative Reforms
and public Grievances is the nodal agency of the Government for Administrative
Reforms as well as redress of public grievances relating to the States in
general and grievances pertaining to Central Government agencies in Particular.
The Civil Service Day _ To rededicate and
recommit ourselves to the cause of the people
April 21 has been declared as Civil Service Day and is being celebrated
every year since 2006. The Eighth Civil Service Day was organized by the
Department on 21. 04. 2013.
A book on administrative reforms
initiatives ‘Thinking out of the Box’ compiled by the department was also introduced on the occasion.
Annual Conference of the Secretariat of the Administrative Reforms of States /
UTs. The conference aims to create National Platform to share a experiences of The States In the field of reforms/ initiatives
undertaken by the Department of Administrative Reforms in the States to improve
public service delivery, make the administration effective, transparent and
accountable and to make the administration friendly.
The first Inter- Service Workshop was held
at National Academy of Direct Taxes , Nagpur In may 2013 with the objective to
facilitate exchange of ideas and best practices between the services, a better
understanding of each other and thus help them to serve better.
The
First National Workshop on Urban Sanitation a Yashwantrao Chavan
Academy of Development Administration,
Pune was help on May 2013.
A Conference of District Collectors was
organized on January 2013 at new Delhi which institutionalizes the process of
interaction among the District Collectors who have done exemplary work in their
field.
The Department
has developed a SEVOTTAM
framework for
benchmarking service delivery standards
by the Govt. of India
Ministries/
Departments.
The Department has introduced Sevottam framework
pilots projects for bringing excellence
service delivery in (i) Municipal Corporation – Water Supply and Sanitation,
(ii) Public
Health
(iii) Women and Child Development and (iv)
Food Supplies – PDS
in four States
namely Himachal Pradesh ,Karnataka, Madhya Pradesh and Odisha ,
The
Department
has developed and implemented a web based Centralized Public Grievances Redress
and Monitoring System (CPGRAMS), Initiated in June 2007, the system was
established in June 2008 . The system covers all ministries
/departments of Government of India.
Through it, a citizen may lodge a grievance
online form anywhere and get instant acknowledgement.
The Department also organized National Conference
on E- Governance in collaboration with the Department
of Information Technology and one of the
State Government s every year since 1997.
The
Department
as the nodal point in respect of matters relating to
international cooperation in the
field of Public Administration and Governance
which include organizing programmes as part of project/ bilateral measures
taken up in accordance with the MOUs
signed between India and other countries .
At
present,
there are four countries with whom MOUs have been signed- China , Malaysia,
south Africa & Brazil.
The 16
th National Conference on e-
Governance based on the theme “Towards an Open Government
“ was held in Jaipur on 10-11 February ,
2013 National Awards on e- Governance were
also presented to Government organizations for promoting excellence in
e- Governance in seven categories.
The Ministry of Personnel Public Grievances and
pensions , Govt. of India became an institutional member of CAPAAM in 1997.
The Department also brings out two regular publications
namely ‘ management in Government ‘ a quarterly journal since 1969 and ‘Civil
Services New’s –a monthly newsletter since 1988.
There is also cooperation with International Institute
of Administrative Sciences , Brussels, Belgium and
Commonwealth Association for Public
Administration and Management , Ottawa ,Canada.
The Department had taken up an initiative to design and
develop a web based repository of a good governance initiatives and best
practices called Governance Knowledge
Centre (GKC).
